OPERATION: Empty Body with two header blocks, MU="0" and "false". (Test T38b)
This operation sends a string value in a header block that is unknown to the ultimate receiver, and a string value in an "echoOk" header block. The target of the unknown header block is a role that is not supported only by the ultimate receiver, MU is "true". The "echoOk" header block is targeted at the ultimate receiver, MU is "1".
